Biographical Statement
Richard M. Pious is Adolph and Effie Ochs Professor at Barnard College and professor at the Graduate School of Arts and Sciences at Columbia University. His scholarly books include The American Presidency (Basic Books, 1979), The President, Congress and the Constitution (The Free Press, 1984), Why Presidents Fail (Rowman & Littlefield, 2008), a textbook entitled The Presidency (Allyn and Bacon, 1996), and a book of cases and materials, The War on Terrorism and Rule of Law (Oxford University Press, 2006). He edited the centennial volume of the Academy of Political Science, The Power to Govern, and a ten-volume series of classic editions in public, comparative, and international law. He has published articles many anthologies, as well as in Political Science Quarterly, The Wisconsin Law Review, the Journal of International Affairs, the Journal of Armed Forces and Society, and Presidential Studies Quarterly. He has also written in Russian on world affairs for the news agency Novosti, the newspaper Za Rubeshom, the Russian Academy of Sciences journal USA: Politics, Economics and Society, and in French for the Journal des Élections. He has co-authored a widely used print and on-line reference work, The Oxford Guide to American Government.
Dr. Pious has been a consultant to congressional committees dealing with the War Powers Resolution of 1973, as well as for the White House Office of Policy Development. He has lectured on war powers at the United States Military Academy at West Point, at universities in the United States and Canada, and at seminars in the Far East organized by the government of Taiwan; he has lectured on presidential power and the war on terrorism at Oxford University and the British Library. He was an adviser to the Hungarian Academy of Sciences on the transition from communist rule and to the Russian Mission to the United Nations. He has served as a senior consultant to the Foreign Ministry of the Government of Japan since 1994. Dr. Pious is on the editorial advisory board of Presidential Studies Quarterly and served on the foreign experts panel of the Journal des Élections.
Dr. Pious has appeared on many foreign radio and television broadcasts, including the Nihon Shortwave Service, Radio España, the British Broadcasting Service, TV-Asahi, and Fujisankei Communications International-TV. He has been a commentator on the Voice of America and has appeared in public service videos promoting voter turnout for MTV.
Dr. Pious served as Chair of the Political Science Department from July 1999 through June 2006.
